         Då Västerås stad i väsentlig omfattning är kravställare i projektet så genomförs upphandlingen enligt lagen om offentlig upphandling (LOU). Västerås stad utför upphandlingen för fastighetsägarens räkning. När upphandling är genomförd och avtalsspärr löpt ut kommer kontrakt slutas mellan fastighetsägaren (Rocklunda Fastigheter AB) och entreprenören för uppföra innebandyarenan som en totalentreprenad.
