        Upphandlande myndighet ställer kvalificeringskrav avseende ekonomisk och finansiell status hos anbudsgivare, d.v.s. en leverantör ska ha godtagbara ekonomiska förutsättningar för att genomföra upphandlade avtal. Förutsättningarna för en lönsam verksamhet och därmed förutsättningar för att genomföra upphandlat avtal förutsätter normalt att prisnivåer medger kostnadstäckning och en rimlig vinst. Korssubventionering tillmäts ingen betydelse vid bedömning av onormalt låga anbud.

        Om anbudsgivare till synes lämnat förmånliga anbud under en upphandling men därefter inte lever upp till åtagandena i anbudet och myndighetens krav ska anbudsgivaren inte ges möjlighet att upprepa sådan osunt strategiskt anbudsgivning. Upphandlande myndighet kan därför komma att välja bort att göra affärer med en sådan leverantör genom att utesluta leverantören i kommande upphandlingar i de fall leverantören begått allvarliga fel i yrkesutövningen. Beställare avser genomföra uppföljning av efterlevnad av avtalsvillkor i en större omfattning än i tidigare avtalsperioder. Kontroller kommer att genomföras systematiskt.
